I've tried it on three of the systems where this issue was continually happening and thus far all of them have been fixed. The true test for our environment will be when I check it tomorrow, since it usually breaks again by the next morning. I rebooted after clearing the download history and it's working now, but that's normal for us as a reboot temporarily fixes it. At this point I wouldn't rule anything out. I'm pretty confident I've cleared all these settings before, but I don't distinctly remember checking 'download history' so I'm going to give it a shot. I hope you're right and that you've found a solution for your environment, but a corrupted download history seems like it would be isolated to one PC as opposed to a shared issue.

The only working Win10 PC was on version 1703, so we updated that to 1709 hoping it would break IE and then that would basically prove it was something with the 1709 version. We thought the problem may be related to the 1709 Fall Creator update. We also discovered another Windows10 computer that has this issue.

My coworker and I (my coworker is much more knowledgeable than I am when it comes to GPO) were looking at all the settings and we didn't see anything that stood out that could cause a conflict. On Windows 8.1 preview + Internet Explorer 11, the JavaScript worked, the VBScript did not. And yes, I have wiped out the internet cache and did a reset of Internet Explorer completely. We're downloading from an internal webserver.
